Skipping step four burns scarce code rerolls on cards that patch notes already nerfed.

Data limitations in Early Beta

Sample sizes stay small while the player base grows. Tier spreads may over-weight launch-week Legend pulls or under-weight unreleased fighters. We label provisional entries when data is thin and revise after broader testing.
